Hide protected tutorials unless available via coupon

Protected tutorials should only display in the list if they're available, and new/updated protected resources should not trigger a dialog auto-open.

Avoiding the dialog auto-open is going to be really tricky, because I don't have auth info at the point where I decide whether to auto-open the dialog.
