The Report Bug/Idea dialog can't be scaled below what's shown in this [sshot-17.jpg] screenshot.

The dialog uses a NOSELECT tab group to define each "screen". You can't make it smaller because it has to accommodate the minimum size of the entry fields on the first screen.

I did finally figure out how to fix the centering in e641cc23, so I think that'll alleviate the issue.
