CV-Toolbox still runs even when restart is needed.

After I install plugins I'm told that I need to restart Cinema 4D. However, I (like most users I assume) won't restart for a while. However when I re-open CV-Toolbox it doesn't force me to restart, instead it gives me full access to the program and even lets me re-install the same plugins again and again.

If I've already installed a plugin just bring up a dialog that admonishes me into restarting Cinema 4D.
