Option to filter "Render Reliant" plugins

Option to filter and easily install plugins needed at render time (Objects, Tags, VideoPost) vs workflow plugins (CommandData), so that render plugins can be easily installed for slaves and/or people can easily omit render plugins that won't work in farm environments.

One trick here may be mix plugins like ArtSmart that have both render reliant and workflow plugins.
