The comparison should be DATETIME not just DATE. If a user has the toolbox open in a given day, it doesn't trap the updates that appear later in the day.

XML file must be formatted YYYY-MM-DD HH:MM:SS or YYYY-MM-DD HH:MM

YYYY-MM-DD is also accepted but won't pop up same-day.
