CV Toolbox dialog auto-opens multiple times

I think it's happening because updated dates in the XML file are in the future. Maybe the message is being called multiple times, or it happens multiple times because multiple plugins are updated.

Introduced after v0.2 - appears related to adding the time to the timeParse function.
