Change StreamHandler to Exception level

Only show exceptions in the C4D console for speedup and cleanliness.

StreamHandler appears to be set up properly. I still get debug in my development build (not sure why), but in the compiled production builds I don't see any debug output in the console.

There were a few extraneous console prints in the Help Menu stuff. Those should be gone now with 3573142ac03
