Calling CV Toolbox command with dialog already open causes brief freeze/hang.

To Recreate

1. Dock CV Toolbox Icon into your interface
2. Open CV Toolbox
3. Click on CV Toolbox icon again

BUG: The button stays depressed for about 3sec - I assume it's contacting the CV server for the XML file, but while this is happening I can't do anything else on screen and the status bar isn't spinning to say what's going on.
