Comments editor: tips in Spanish

The HTML editor of comments shows the tips in Spanish, even when the language selected for OpenMarkov is English.

Perhaps the language for this editor is selected depending on the operating system? (I am using Windows 7 in Spanish.)

Modified the call to the EkitCore constructor so it shows the tooltips in the same language as the one configured in OpenMarkov. It seems that there is no translation for the tooltip 'Insert Unicode Characters' as it is always shawn in English, despite the language selected in OpenMarkov.
