Advocating for a different initialization of POLICY table potentials in TablePotential constructor

TablePotentials of role POLICY are now initialized to 1 divided by the size of the values field. I instead advocate for initializing as 1 divided by the number of states of the decision, because a POLICY is more similar to a conditional probability than to a joint probability.
