Policy tables imposed should be a conditional probability distribution

When the user selects a table as the potential for imposing a policy on a decision, then the table should be a conditional probability distribution. I attach a figure where it is shown that it does not fulfill that condition, as the sum of each column is not 1.0.

Furthermore, when editing that table, probabilities are normalized, but some cells are colored in red; they should not.

Modified the setUniform method in TablePotential class in org.openmarkov.core.model.network.potential. I will open another issue of type proposal to discuss about the color of the cells.
