TreeADD as a possible type of potential for imposed policies

I think it would be interesting that the user could choose the TreeADD potential for imposed policies.

    Now the method 'validate' in the class 'TreeADDPotential' of the package 'org.openmarkov.core.model.network.potential.treeadd' also returns true when the user has chosen to impose a policy to a decision.
