Imposed policies are not included in the ProbNet when calling inference algorithm from the GUI

When the user imposes a policy in the GUI and OpenMarkov calls the inference algorithm the ProbNet does not contain the imposed policy. Imposed policies should be considered as any other potential in the network and each one should therefore be associated to the corresponding decision.
