POMDP can't be expanded

POMDP (and probably DLIMIDS, and maybe other temporal nets) fail when clicking "Expand network with "Array index out of bound exception".

Replicate it by

Opening the attached net or creating a simple POMDP and clicking "Expand network" with any options.

Only failing when the model has temporal decisions (MIDs and other temporal networks are working as expected).

Partially fixed. The example network expands correctly but it generates a final decision node that I think should be removed
