Expand Network CE Error with Noisy OR/MAX

Using POMDP, if a node is in OR/MAX mode it cannot expand to CE

This error raises when trying to make a deep copy of an ICIPotential.

The Expand CE Network option has been removed. When we expand a network we can perform a CEA on the new network without adding any extra node to the network, so this method is no longer necessary.
