Options enabled in menu Tools for influence diagrams

I think we should review the options enabled in menu Tools when the user is working on an influence diagram. I am not sure, but I suspect that some of them should be disabled.

• Utility Calculator will be only available for Tuning Networks
• Cost-Effectiveness will be only available with MPADs with two criteria

Cost-Effectiveness should be available for all networks having two criteria.

The first criterion will be understood as the cost and the second as the effectiveness.

In general we should try to keep the GUI independent of the network type. It should only depend on the constraints.

Íñigo, is it possible to find a constraint such that the utility calculator is active only when that constraint is present (or absent)? Thanks.
