Resizing OpenMarkov GUI' main window and the size of network window

When the user resizes OpenMarkov GUI's main window with the mouse, I think the window of the network being edited should also be resized. Otherwise, if the user makes the the main window smaller then the "Minimize", "Maximize" and "Close" buttons of the right upper corner of the network window are hidden.

That happened because the panel of the network being edited was not maximized by default. Now it is.

Note that if the user changes the size of the panel manually, then It won´t resize when resizing the main window.
