Beginning the process of upgrading to Laravel 5.3

With the additional benefits for file handling provided by Laravel 5.3, we need to upgrade this project to use that newer version of the framework. As it is, it is still much nicer than the old Drupal 6 platform it started out as, but everything could stand improvement.
