Create "Announcement" banner

Banner sticks to the top of every screen until the user dismisses it. It will be a generic announcement placeholder for things like "GURPS Calculator Updated to v.1.0.1! Click here to see what's new!" Add a "Dismiss" button to it that sets a userPref.

This should replace the current "patch notes" popup that takes up the whole screen.

We might also consider adding a "Support us!" announcement once a month on some random day...like every month on the 20th have it pop up a support us banner.
