Area and Cone effect templates

Related to, but not the same as, Issue #83 (Blast Templates)
- Create cone and circular Area templates as per user-entered size parameters
- Cone must support length and cone-end-width parameters\
- Cone must support indicating 1/2 damage distance
- Dissipating limitation must be supported
