"New ID" has no effect when moving a test. New test does not have new id

I get the intent. We are moving, not copying and therefore the ID remains the same. However, in that case the API doesn’t make sense. Why ask the user if they want a new id for the moved test if we won’t fulfill their request?

Move should probably be a separate function than copy.
