Allow a setting to limit the delta possible from the webpa algorithm.

A webPA score of 1.2 is usually unwanted, so give the ability to limit extremal webPA values.

    @Kevin Moore Are you able to elaborate on this?

    We now have features to alter weighting for an individual group and override the scores within the plugin which I would hope could mitigate / work around this?
