Display doesn't work when using log in as individual user

It appears the course renderer in 3.6 is stripping the ID and button tag from the HTML output of the element when using log in as a specific Moodle user. Without the ID and button tags, the modal does not display as a button and it is not clickable. Other clickable elements do not work either.
