Currently when not logged in Moodle will show a list of "available courses". We would like the ability to show a specified list of courses instead. To achieve this we would need an admin setting for "Promoted Courses" whcih could take a comma delimited list of course ids, for example:
27,365,57, 480...
If completed the renderer would need to pull from this list when users were not logged in as opposed to showing "available courses".

Ok I will mark this wont fix and move it out of the list in Basecamp.

I don't see any practical way to do this within the current project.
We could do a 'manual' course promotion/marketing spot(s) where users can show some additional marketing blocks that they can build to mimic a course listing.
