Option to limit where footer is displayed

In the footer settings we would like an option to control where the footer displays the top section. Currently the footer is in two parts with a line separator between. If the block secion is not used then the footer remains quite deep. Also it maybe the case we do not want to display all four footer blocks sidewide.

To control this we will need another admin setting, I would suggest a drop down "select" list for "Display full footer" with the following options:

sitewide (default value, as it does now)
homepage only (only moodle front page)
never (disable footer sitewide)

Where the footer is "disabled" then Only the lower part of the footer and the separating line above it will be displayed, the block region will not display.
