Split "Dividing line in header and footer"

Currently there is only one colour setting for the dividing line in the header and footer (between upper and lower sections in each).

Having added additional colour pickers for the header and footer these will need to be split into:

• dividing line header
• dividing line footer

It would make sense to position them amongst other header / footer colour pickers.
