Add option to set footer color

Currently the colour of the footer is set along with the header.

This should be separated adding another option under BCU > Colours so footer colours can be set independently.

It would make sense to allow the colors to be set independently above and below the dividing line and for font and BG colors to be set independently.

From memory I cannot remember if the font color for the footer blocks is set in the theme or the html for the block, if it is done in html it may not be an issue, though I would imagine its applying a style, in which case an admin setting for the style would be required.

    On the current test site there is no "lower footer background color", so whilst the font colors have been split the background has not. Perhaps you just have not got round to this but I thought I would mention it.

    The problems reported for the More theme in Moodle Tracker are to do with the header h1 and also the footer text when the body background colour is dark. Adding a header and a footer font colour works, however, I'm thinking of just adding a background text colour.
