Ticker Colour Picker and Language String

The "Announcements" ticker needs to be configurable:

• Add "announcements" as a language string so it can be customised
• Add color picker for the "announcements" background
• Add color picker for the "announcements" text color
• Add color picker for the message background
• Add color picker for the message text color (and pause / play button)

The ticker already has an announcements lang string. it also uses the main color setting. I would suggest not adding ton more settings for this as it will take away from time available for other open items. If time exists after completing other options, we could come back to this.

Ok we will leave it as it is for now, I can move this to a "nice to have" list which we may or may not be able to re-visit.
