Allow vertical resize in messages textarea for m3.2

Allow vertical resize in messages textarea for moodle 3.2 because the existing window only display a single line of text and it is difficult to write more than one line.

Anyway, test the page using different sizes because looks like it breaks in small screens (tested in moodle.org)

    Not possible for the moment. The messages window has a wrong layout that breaks when you resize any part even in low screen resolutions.
