Not possible to dismiss alerts in 3.2

It appears the ability to dismiss top alerts is not working. Clicking the close "x" icon does nothing.

Can we revert this change as it removes code / use of $alertkey and $alertindex

Without this alerts cannot be dismissed, they will endlessly re-appear on page reload.

The alerts as they were not only dismissed the alert in bootstrap but the user preferences were updated to record the fact they had dismissed the alert so it did not re-appear
