Raise (or remove) the maximum number of tools menu

Currently, the number of tools menus is limited to 12 (using the choices1to12 function).

I do have a case where I would need more menus :

We want to have 2 custom menus per user categories and we have 11 categories.

Any other ways to do that are welcomed, but we need to see a Links and a Books menu.

This is not expected for the moment. You can modify https://bitbucket.org/covuni/moodle-theme_adaptable/src/5f1539fa317f019f1d9a031e04f59d40e4924a91/settings/array_definitions.php?at=master&fileviewer=file-view-default#array_definitions.php-917 and change the value to n+1 of the value desired.

Add 23 if you want 22 menus.
