Add Overlay for Links Menu

Improve current links menus in theme by putting them behind an overlay. This overlay should have a settings to allow:

• Choice of link icon (using Font Awesome)
• Link Text (adds text "links" to right of icon)
• Align left / right (Align left would move over to left where "messages" rendered in older versions of the theme, align right would move over to the left of the notificatoins icon)

Would this approach be okay?

1. add a theme setting for custom menu items (to replace the core custom menu items in admin/category.php?category=themes

Hi Bas,

I think adding a setting for this would be the best approach of that is not difficult.

For the top menus I do not think we need favicon support, but please note this is only the top menus we are talking about not those in the navbar. If it is possible to support favicon that would be a "nice to have", it is not a requirement.

Just so we are clear the link menus we are talking about are those indicated in the image below:
