Add padding to label-info and change colour

label-info is used now to display notices in the course.

The default blue is the same used by badges and would be better use the default BS info colour instead.

Add also some padding to the label to a better view.

Under the "Alert Box" settings there are color pickers for the BS alerts already, can these be made to override the core alerts (if they do not already), if so perhaps changing the defaults the theme installs with for these colors would be better than hard coding any changes?
