Update Notifications Link

Under the user menu top right there is a link to notifications, this seems to be an older page called "message preferences" and not the newer / full notifications page:

I am not sure what to do with this yet, the notifications page is linke from the js notifications icon also in the header.

At a minimum the label we have needs to change from "notifications! to "message preferences" and we should possibly add the notigfications link also as I think it is a bit obscure in core Moodle

Clicking the link in the top right menu called "Preferences" takes you to a page like so:

https://moodlesite.co.uk/user/preferences.php

On this page are various links. It includes links for "Message preferences" and "Notification preferences".

So I'm not sure what needs doing here, as on the top right menu there isn't a link called "message preferences", only the "Preferences" mentioned above?
