Logged In As Messgage Dependenat on Alerts Settings

The "logged in as" notice in the top alerts area is dependent on alerts being enabled.

This needs to be changed either adding a separeate setting for that message or ignoring the setting all together and always displaying "logged in as..." when acting as another user.

My suggestion would be not to have a setting and to always display that notice.

Cannot seem to replicate this at all. Also the code looks like it correctly adds this alert to the top even if alerts are not enabled.
