Additional help link with profile targeting

Jeremy Hopkins created an issue

Add custom profile access rules to help link. Duplicate all fields to create second help link.

This will allow the optoin of setting separate help links for staff and students within the theme without relying on external redirect scripts, i.e. useres will see the help menu relevant to them.
