reorganize toolkit to separate out plotters

with the number of total tools growing, it would make sense to put them all under a new subcommand lib5c plot to simplify the command tree and make it easier to name new plotting tools

this does not sound like a quick change to make, since some machinery (e.g., resolve_parallel()) might need to be reworked to accommodate the presence of an additional level in the command tree
