Fill effort fields of joint_states

Could you fill effort fields of joint_states? 0 must be OK for us.

effort plugin of rviz outputs a lot of error messages because of empty effort field.

    The latest version of the ROS driver, version 3.4.4, adds this fix. Please let me know if it works for your application.
