Setup hangs in 'Patch Win/VCL source' page

When performing an installation of the recent version 0.99 the setup performed fine until the step that reads "Patch Win/VCL source".
Eventually this is because I have Delphi Berlin not longer installed on this machine. So far the setup script installed everything for both Berlin and Tokyo, although the Studio/18.0 path is empty.
It does not really hang as it still responds (I can click "next"), but nothing happens.
