On MacOS Big Sur users get "you that you do not have permission to open the application"

My compiled app for MacOS works fine on Mojave (10.14.6), but can not be opened on Big Sur.

The error message is "you that you do not have permission to open the application".

I do not have at this time an Apple developer account.

To distribute your app on macOS you have to sign it using Apple Dev and also made notarization. See more - http://docwiki.embarcadero.com/RADStudio/Sydney/en/MacOS_Notarization

To allow user run app, user have to allow that. Just ask to run this app by Right-click menu on app and selection Open.
