macos: No activecontrol in a modal dialog + no hints for TSpeebuttons

In a modal displayed dialog there are no hints displayed for TSpeedbuttons (on Linux it works).

Also ActiveControl is always NIL (under Linux it works)

Perhaps here attached a demo. it shows, when a tspeedbutton is pressed, the TPanel will become the activecontrol (thats not on windows and not on linux). That is wrong, the last active control should stay, when pressing a TSpeedbutton
