No file-loading (unter macos) when it has a BOM

If you try to load a textfile in a stringlist or a Memo.lines, than this will fail, if the textfile has a BOM.

    I think, we can close that issue. I found out, that the file (Info.plist), that I tryed to load, is a binary plist file, so trying to open that we see only “bplist00ß”.

    Obviously that is new in delphi in previous versions this file was always a textfile…
