App can give no parameter when calling an other app?

One can open an document or image by calling shellexecute. But it is not possible to call an other app and give also a parameter for the app (eg. so that the spcified app can open the given file)?

    I have to update this issue. One can give the paramter and on NON-Crossvcl-app will handle also the parameter.

    But the crossvcl app itself can not handle the paramstr(1), it is always empty.
