Shortcuts with non latin keyboard layout

Hi.

Shortcuts is not working if keyboard layout is not in latin language (for example in Russian).
Create action with shortcut 'Ctrl+O'. It will work on latin layout of keyboard, but if you switch keyboard on Russian layout then press 'Ctrl+Щ' — it will not work. 'Ctrl+B' is working but 'Ctrl+И' is not etc.
