System-Popup Menu of TMemo works not with copy or paste

In a TMemo, by rightclick you get a System-PopupMenu of the TMemo.

There you can execute a "Select All", "Cut" and "Delete" (but the PopUpMenu hides then not, it is shown after that).

But "Cut" and "Copy" puts the text not into the clipboard. And even if text is in the clipboard, it is not possible to use "Paste" (it is not enabled).
