TMenuBar items show up on the wrong monitor and do not move with the parent control.

1. On a dual monitor system: Start an app with a TMenuBar component at the primary monitor. The MenuItems will drop-down normal on the primary monitor.
   But if it's started or moved onto the secondary monitor, the TMenuBar items always drop-down on the primary monitor, detached from the parent control.

2. while items are dropped down: if moving the mouse to the forms title bar and one drags the window, the items do not collapse and do not move with the parent control.
