"Download all pending" sometimes gives more than just the submitted assignments

Sometimes when I use "Download all pending" on the submitted labs, I get more labs than I should get. So in a course I am currently teaching, I had 6 submission but got 8 downloaded. In this case, 2 of the submissions were already accepted submissions. It has also happened that some of the downloaded submissions has been already rejected ones.
