Students can't resubmit an assignment if they've joined a new group

Student A creates a new group X.
Student B joins X.
Now both of them can make submissions to lab-1. Student A makes such a submission.
TA rejects the submission.
Now student A leaves the group X, and creates a new group Y.
Now the student A can’t make any new submissions to lab-1, but student B (who’s still in group X) can.

A situation like that can happen if two students started working on a lab together, but then decided to split up. Seems like a significant inconvenience.
