Blocks not being placed in World Generation

Blocks are not being placed in 1.7.2 Beta Build during world generation. World appears to make space for the blocks (small pockets of empty space under the earth, etc). Have tried multiple blocks, the platinum tutorial block, changing the generation and minimum block rates -- nothing.
