Drag&Drop of Fpg should open Fpg even when a Fpg is already loaded

It is possible to open Fpgs by dragging & dropping into the editor when the window is empty but it should be possible to drag&drop the Fpg even when there is an Fpg loaded and the program should open it in a new window.
